BIN archive: unpack/repack ?

hell-0 tempers,
what tool to use to extract BIN archives? (they are actually arc, but when i use tools for arc, i dont get good results with most files..)

i remember using a multi tool wich could extract and repack arc from wiiU archives, but i'm not even sure what tool it was and i dont know if it would work for 3DS archives..
